Beginning July 1, 2026, students pursuing graduate degrees and parents borrowing for their children’s education will encounter significant changes to federal student loan programs. These adjustments, announced by the Department of Education, introduce new borrowing caps and alter the availability of certain loan types, affecting financial planning for higher education.

For new graduate student borrowers, the most substantial change is the elimination of the Graduate PLUS loan program. This loan, which previously allowed students to borrow up to the cost of attendance minus other financial aid, will no longer be available for new borrowers starting July 1. While students already enrolled in a graduate program and receiving Graduate PLUS loans prior to this date may be subject to legacy provisions, those beginning their graduate studies or seeking new loans after the deadline will not have access to this option.

In addition to the elimination of new Graduate PLUS loans, graduate borrowers will also face new annual and aggregate borrowing limits. These caps are designed to control the total amount of debt students can accrue. The specific figures for these new limits have not been widely disseminated in public guides, but the intent is to curb excessive borrowing.

Parents borrowing through the Parent PLUS loan program will also see changes. Similar to graduate students, parents will now be subject to new annual and aggregate borrowing limits. These limits will restrict the total amount a parent can borrow across all their children’s educational pursuits and within a given academic year. This measure aims to address concerns about the growing volume of parent-held student debt.

The Department of Education has stated that these changes are part of a broader effort to reform the federal student loan system, making it more sustainable and ensuring that borrowers have a clearer understanding of their repayment obligations. The transition is expected to require careful navigation by financial aid offices at universities and by families planning for the upcoming academic year.

Students and parents are advised to consult their respective university financial aid offices for the most accurate and personalized information regarding these upcoming changes. Understanding the new limits and loan availability is crucial for effective financial planning as students prepare to fund their education.
