Should the county’s proposed budget be enacted as is, the school district, which initially anticipated receiving $25.5 million, is facing a revised estimate suggesting a shortfall of approximately $7.7 million. The county’s extensive budget totals $488 million and introduces a reallocation of fee-in-lieu-of-taxes (FILOT) revenue, which would allow the county to maintain 60% of FILOT revenue, critically impacting local educational funding.

With teacher salaries and staff raises on the line, the school district emphasizes the necessity of avoiding a millage increase. Educators within the district have expressed concerns about financial strain; many teachers often take on additional jobs to support their income and cover expenses. Reports indicate that educators routinely spend their own money on classroom supplies, underscoring the financial challenges they face.

The school board has also advocated for adjustments to the county’s funding strategy, passing a resolution that calls for the county council to reject budget proposals diverting educational funds towards road construction. A public hearing regarding the proposed budget is scheduled for June 2 at 6 p.m. at 301 E. Camperdown Way.

In discussions with the South Carolina Revenue and Fiscal Affairs Office, school board members highlighted that while the district has 75% of its funding sourced from the state, only 25% comes from local funds. This disparity could severely hinder the district’s financial plans, particularly in context to rising salary expectations for teachers and staff.

The district confronts additional challenges, as the proposed state funding for classrooms disproportionately favors charter schools. Charter schools stand to receive $90 million in state aid, while public school districts will receive a mere $22 million, despite the larger student population in traditional public schools. The school district has noted an ongoing issue with the state’s funding allocations, fearing that public schools could be further disadvantaged.

Addressing claims made by county council member Curt McGahhey regarding the school district’s financial management, the board refutes allegations of excessive taxation and a “top-heavy” administration. They assert their standing among the top eight districts for academic performance statewide, challenging narratives that suggest mismanagement or underperformance.

As the school district prepares to navigate these financial challenges, the outcome of the county council’s budgeting decisions will play a critical role in determining the economic trajectory of education in Greenville County.
