Sgt. William Conley Jumper Jr. was born in Spartanburg, South Carolina. He graduated from the University of South Carolina Upstate and the South Carolina Criminal Justice Academy. In addition to his career in law enforcement, he served as a task force officer for Homeland Security. His bravery in the line of duty did not go unnoticed; he was posthumously awarded the Medal of Valor for his actions leading to his tragic death.
